This seems to be working only with 911/611 type calls.
Here is a copy of a router config that I have found to work as it should when dialing 911 or 9911. The route pattern is either 911 or 9911, OffNet, Provide Outside Dialtone, Urgent Priority Flag: dial-peer voice 911 voip preference 1 destination-pattern 911 voice-class codec 1 voice-class h323 1 session target ipv4:172.16.100.12 dtmf-relay h245-alphanumeric no vad ! dial-peer voice 912 voip preference 2 destination-pattern 911 voice-class codec 1 voice-class h323 1 session target ipv4:172.16.100.11 dtmf-relay h245-alphanumeric no vad ! dial-peer voice 913 pots preference 3 destination-pattern 911 port 0/2/0 prefix 911 ! dial-peer voice 914 pots preference 4 destination-pattern 911 port 0/2/1 prefix 911 ! dial-peer voice 915 pots preference 5 destination-pattern 911 port 0/2/2 prefix 911 ! dial-peer voice 9911 voip preference 1 destination-pattern 9911 voice-class codec 1 voice-class h323 1 session target ipv4:172.16.100.12 dtmf-relay h245-alphanumeric no vad ! dial-peer voice 9912 voip preference 2 destination-pattern 9911 voice-class codec 1 voice-class h323 1 session target ipv4:172.16.100.11 dtmf-relay h245-alphanumeric no vad ! dial-peer voice 9913 pots preference 3 destination-pattern 9911 port 0/2/0 prefix 911 ! dial-peer voice 9914 pots preference 4 destination-pattern 9911 port 0/2/1 prefix 911 ! dial-peer voice 9915 pots preference 5 destination-pattern 9911 port 0/2/2 prefix 911 !
For 211 through 811, set up the dial-peer destination pattern like this: [2-8]11
Forgot to mention that I send voip dial-peer traffic through the primary voip gateway rather than the site router/gateway.
